Job Title: Analyst, Financial – Budget and Finance

JOB SUMMARY
Primary function is to assist all divisions within the Budget and Finance Department in the development, implementation, and management of budgets, revenues, grant analysis, disaster recovery, and any special projects deemed necessary to carry out the Department’s responsibilities and respond to requests from the department’s constituents.
ESSENTIAL JOB FUNCTIONS
  • Assist with preparation of financial presentations.
  • Perform regular reconciliations of projects, grants, and funds and maintain current and accurate data in those spreadsheets.
  • Prepare Fund Balance Worksheets as requested by the Budget Office.
  • Assist in preparing Cost Summaries for Disaster Recovery Projects submitted to FEMA.
  • Assist in validating projects submitted to FEMA for Disaster Recovery.
  • Assist in auditing and validating grant projects and submitting quarterly report documents.
  • Research, analyze, prepare, and manage specific special projects as deemed necessary.
  • Prepare agenda items for monthly BOCC meetings.
  • Assist with management of County grants and contracts; preparing budgets, performing contract management, preparing purchase orders, processing invoices, provide monitoring of activities, submitting reimbursement requests, performing revenue and expenditure reconciliations, and ensuring Single Audit and grant compliance requirements are met.
  • Assist in the completion of grant financial and programmatic reporting requirements and provide assistance with monitoring and auditing activities.
  • Assist the Sr. Director, Budget and Finance in the daily administration of the Department including administrative responsibilities, presentations, and reports to the Board of County Commissioners.
  • Maintain continuous budget control and assemble statistics during the year; prepare financial reports on revenue, expenditures, and year‐end forecasting.
  • Forecast and analyze revenue trends.
  • Assist with the three internal service funds with issues relating to funding and sufficiency of reserves and billings.
  • Prepare financial reports required by Federal, State, and local agencies.
  • Provide backup support to other Department processes.
  • Assist in disaster response, serving in the Finance and Administration Section.
  • Assist during activation of the EOC in monitoring financial obligations of the County.
  • Provide procurement and financial support in the recovery of disasters.
  • Maintain documentation and records according to established paperless office environment protocol.
  • Assist with the budget process through special projects or duties.
  • Perform other related work as assigned. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
QUALIFICATIONS
Education and Experience:
Bachelor’s Degree in a financial or business related major. An equivalent combination of education, training, and/or experience can substitute for education on a year-for-year basis.
3 years minimum of prior related work experience.

PHYSICAL DEMANDS
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
