The Office of the General Counsel supports the work of the Institution through facilitating the legal and ethical pursuit of its objectives, managing legal issues when they arise, and serving as a resource to Brookings stakeholders.

Position Location:
This position is hybrid. Hybrid positions combine regular in-person presence at our Washington, DC office with the option of at least two days of remote work each week.

The Brookings Ethics & Compliance Officer (BECO) will be responsible for growing and maintaining a best-in-class compliance function for The Brookings Institution, a leading nonprofit, public policy organization whose research, publication and other activities have a significant impact on a state, national, and global level. The BECO will work side-by-side with other members of the Office of General Counsel (OGC), as well as members of the Institution’s research programs and business units (e.g., Development, Technology, Finance, Human Resources, and Communications) to ensure compliance with applicable law and Institutional policies, as well as to take actions in support of the Institution’s core commitment to operating in an honest and ethical manner in its research and business operations.

To achieve these ends, the BECO will be responsible for periodic compliance risk assessments, policy review and management, training development and certification protocols, internal reviews and investigations of compliance-related matters, and periodic self-evaluations. The successful candidate will leverage technology and digital innovation to tailor compliance initiatives to the Institution’s evolving needs and inculcate compliance into the organizational culture. The candidate will have a track record of identifying and seeking to mitigate risks and of otherwise taking steps to ensure compliance with applicable laws and regulations. The BECO will have a visible role within the organization and serve as one of the key reputational stewards for the Institution’s core values.

The BECO will be responsible for the following, working closely with other members of the OGC:
  • Leading a best-in-class ethics and compliance program for a nonprofit organization of Brookings’s size and stature.
  • Continuing to promote an Institution-wide culture that fosters ethics and compliance with Institutional policies and applicable laws and regulations.
  • Engaging in periodic assessments to ascertain the scope and extent of potential legal and compliance risks and other vulnerabilities.
  • Managing a suite of ethics and compliance policies that reflect the depth and importance of the work being done at the Institution, that are consistent with applicable regulatory requirements, and that are up-to-date, properly cross-referenced, and mutually reinforcing.
  • Developing standard and customized compliance training modules for periodic and context-specific use, in both in-person and online formats, that require active participation by participants.
  • Implementing a training protocol that properly tracks participation and completion of assigned training tasks.
  • Sourcing and managing the implementation (coordinating with experts from Brookings ITS/BTech teams) of cloud- and internet-based third-party compliance management systems that can help the BECO more efficiently and productively fulfill the responsibilities set forth in this Job Description.
  • Leveraging data when available to inform decision-making and drive priorities for policy development, training, and communication.
  • Leading or participating in compliance-related internal investigations with other OGC members as appropriate.
  • Staying current on best practices and recent compliance and regulatory trends, issues, laws and regulations, as well as proactively anticipating relevant changes in the compliance and regulatory landscape.
  • Supporting and participating in OGC’s regular engagement with members of senior management and the Board of Trustees on ethics and compliance-related activities, including providing periodic ethics and compliance updates to the Audit Committee.
  • Communicating with employees and affiliates, both in Institution-wide and targeted communications, about important ethics and compliance issues as well as recent legal and regulatory developments.
  • Coordinating periodic reviews and self-assessments of the ethics and compliance function and taking proactive steps to respond to productive feedback and suggestions.

Education/Experience Requirements:

Bachelor’s Degree required with an advanced degree (i.e., J.D.) preferred. Five or more years of management/organizational experience involving policy development, training implementation, risk assessments. Demonstrated ability to comprehensively analyze and manage risk, operate successfully as part of a senior management team, problem-solve in a valued-added manner, and communicate quickly and effectively regarding controls and other risk matters, in a fast-paced and dynamic environment. Must be authorized to work for any employer in the U.S.

Knowledge/Skills Requirements:

Must be a strategic partner who strives to understand organizational priorities, drivers, values, and culture when developing and implementing compliance or risk programs and solutions. An individual with a track record of building strong relationships who can lead with thoughtfulness, confidence, and agility. Brings creativity and intellectual curiosity in dealing with complex legal and public policy issues. Track-record of leveraging data and technology in selecting, developing, implementing, and administering successful and relevant compliance and risk systems, processes and procedures.

Experience coordinating, developing, and delivering training sessions. Ability to lead and manage projects and to work effectively with others at all levels in the organization. Executive presence and strong presentation style with excellent written and verbal communication abilities. Ability to quickly earn the trust and engender confidence of key stakeholders. Preferably brings a global mindset as well as an ability to navigate in a complex environment in which employees and affiliates regularly travel overseas and operate in a multinational environment.
