General Description

Performs advanced library work supervising staff, oversees circulation functions, and coordinates daily operations at a branch library.

The primary work schedule for this full-time position consists of various shifts throughout the week including evenings and weekends. The primary work location is at the Lake Region Library.

Salary Disclosure:
Starting Rate: $1,737.18 biweekly plus benefit and retirement options; Pay range $1,737.18 - $2,532.23. Pay Grade: 203

EMERGENCY RESPONSE/RECOVERY ACTIVITIES
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.

Essential Functions

  • Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Provides leadership and direction to staff ensuring the delivery of excellent customer service.
  • Develops and maintains staff schedules and branch calendars.
  • Coordinates with other county and library staff as well as vendors to ensure the building and associated equipment remain in good working condition.
  • Updates and maintains circulation processes and procedures related to using computer systems for patron services and library materials tracking, retrieval of information, utilization of online services, and workstation management.
  • Oversees the accuracy and completion of daily cash reporting.
  • Manages and tracks the branch supply budget.
  • Performs reference work, program development and coordination, public instruction and reader’s advisory as needed.
  • Works closely with the Region Manager and Friends of the Library.
  • Participates as part of the system-wide Circulation Team.
  • Participates in system-wide quarterly activity planning with other library teams and service areas.
  • Oversees the orderly arrangement of the branch including materials, displays, and overall appearance.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Performs other duties as required.

Minimum Requirements

Education, Training, and Experience
  • Bachelor’s degree with a preferred focus on library science, management, education, or related field.
  • Five (5) years of direct public/customer service experience with a minimum of two (2) years in a library environment.
  • Two (2) years direct supervisory or equivalent experience preferred.

Certificates, Licenses, Registration, Skills
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Must possess excellent customer service skills with the ability to mentor and train subordinate staff in alignment with best practices.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.) and integrated library systems, as well as a strong familiarity with mobile devices including smartphones and tablets.
  • Must have strong working knowledge in the principles and methods of professional public library service.
  • Ability to work after normal business hours (may include nights and weekends).
  • Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS); and
    • IS-700.b: An Introduction to the National Incident Management System

Physical Requirements/Work Environment
  • Requires sitting most of the time. some standing and walking.
  • The job requires occasionally carrying and lifting to 20 pounds
  • The job requires frequent balancing.
  • The job requires frequent simple grasping, fine manual manipulation, and typing and occasionally pushing, pulling, operating foot controls/levers, and driving automotive equipment.
  • The job requires normal visual acuity and field of vision, hearing, speaking, color perception, and depth perception.

Supplemental Information

Summary of Benefits: Citrus County Board of County Commissioners provides a comprehensive benefit package. Employees are eligible to participate in the County's insurance plans if they are working a minimum of 30 hours per week in a benefit-eligible position. Coverage will become effective the first of the month following a 30-day waiting period. For example, an employee hired on April 10, the effective date of coverage will be on June 1.
