Benefits Eligibility Specialist (MAS3/ERB)

In this position, you will work directly with customers who need assistance with their eligibility and enrollment into their Public Employees and/or School Employees Benefits. You will be relied upon to utilize your strong computer and communication skills when explaining complex eligibility and completing enrollments.

About the division:
The Employees and Retirees Benefits (ERB) Division is responsible for management oversight, structuring, procurement, and administration of the public employees’ insurance benefits program for state employees, retirees, K-12 and ESD entities, school employees’ insurance benefits programs, and other eligible employer groups. This division is responsible for the activities and recommendations put before the Public Employees Benefits Board (PEBB) and the School Employees Benefits Board (SEBB), whose members are appointed by the Governor.

About the position:
This position reports to the Medical Assistance Specialist 5 (MAS5) supervisor and aligns with the HCA mission by providing support in the delivery of quality customer service to PEBB and SEBB Programs’ subscribers and their dependents, including retirees, COBRA/continuation coverage, and K-12 members.
This position is eligible to telework but is required to report on-site 1-2 days per week to meet business needs.

Duties


Some of what you will do:


  • Counsel customers and members on PEBB and /or SEBB Program eligibility, policies, procedures, insurance benefits, access to services, rights and responsibilities, and enrollment status via phone, email, secure messaging, and in person.
  • Uses excellent communication skills to effectively communicate with customers and peers, utilizing a high degree of verbal and listening skills.
  • Independently analyzes complex rules and apply them accurately when processing applications and documents for health benefits eligibility and enrollment.
  • Participates in committee and project teams, such as process improvement feedback and activities, employee resource groups, team meetings, or HCA material reviews.

Qualifications


Required qualifications:

Qualified candidates will meet one of the following criteria:


  • Bachelor’s degree AND one year of the experience as defined below, OR
  • Associate degree AND three years of the experience as defined below, OR
  • Certificate of Medical Billing and Coding or closely related certificate program AND three years of the experience as defined below, OR
  • Five years of the experience as defined below

The experience required is one or a combination of the following:
  • Providing direct client services or counseling of customers in the areas of health insurance, disability, or other related health benefits
  • Public assistance eligibility determination
  • Health insurance premiums/claims processing, adjusting, and investigation
  • Other medical premiums/claims/eligibility related experience
  • Experience researching and analyzing complex rules, regulations, or policies and utilizing research and analysis to make determinations, solve problems, or complete work while providing direct customer service either in person or on the telephone.
Notes:
  • Additional experience may substitute, year for year, for the required education.
  • Completion of a Certificate of Medical Billing and Coding, or closely related certificate program, may substitute for up to two years of education.

Preferred qualifications:
  • Ability to understand PEBB and/or SEBB Programs’ information sources, including WACs, policies, and procedures.
  • Superior communication, customer service, time management, and interpersonal skills.
  • Experience working with computers, and database and software programs.
  • Ability to navigate several screens, web-based applications, and forms simultaneously.
  • Adept at switching priorities at a moment’s notice and able to complete tasks with multiple deadlines.
  • Ability and willingness to work in a high-pressure, customer contact center/production environment.
  • Ability to achieve results and stay calm during stressful circumstances.
  • Experience using the PAY1 system.
  • Excellent mathematical skills.
