Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the direction of the Director of Permanent Housing, the Associate Director of Unit Acquisitions /Housing Navigation supervises the programmatic and performance management of LAHSA’s Unit Acquisitions, Master Leasing, Lease Up, Housing Navigation, and Housing Location programs to ensure the maximum utilization and impact of these resources across Los Angeles County. The Associate Director will work closely in the implementation of the Master Leasing Program, expand on Unit Acquisitions, develop a robust Housing Navigation Program, create programmatic shifts to the Resident and Property Supportive Services (RPSS) program to ensure all units sourced are utilized by participants, utilize all funding sources appropriately and provide valuable input and suggestions to improve service delivery across the County. The Associate Director will work closely with the HMIS team in developing HMIS reporting for the Unit Acquisitions/Housing Navigation Programs and the creation and implementation of the Centralized Housing and Inventory Portal. The Housing Navigation and Unit Acquisitions sections are currently undergoing system shifts to create more flow through and ensure full utilization of all housing navigation and unit acquisition resources beginning April 2023. This will be an iterative process that will require oversight and on-going support and feedback. The Master Leasing section is currently being created and is expected to become fully operational by May 2023. This includes on-boarding a fiscal agent, a property management company, as well as ensuring supportive services are available. There are currently a variety of data reporting structures that are being created in collaboration with LAHSA’s Data Management Team which will require oversight and updates periodically.

This position will also manage the housing navigation, unit acquisitions and asset management sections of the Permanent Housing Department. The Associate Director of Unit Acquisitions will work closely with LAHSA’s public partners including the LA County Departments of Mental Health (DMH) and Health Services (DHS), public housing authorities, and housing departments to ensure coordination across all permanent housing programs within the county. The Associate Director of Permanent Housing will work collaboratively with multiple LAHSA departments to ensure that all available permanent housing resources are integrated into a well-functioning rehousing system in compliance with all federal, state, and local requirements. This position ensures LAHSA performs at the agency’s highest capacity as both a grants administrator and as the system administrator for Los Angeles’s homelessness response. With clear goals to maximize utilization of all available resources and minimize the time to lease-up, and master leasing of all buildings. The Associate Director will ensure the region's resources to address homelessness serve as many people experiencing homelessness as possible and provide the highest quality of services possible.


Essential Job Functions

  • Ensure that Los Angeles has a strong, nimble, and well-coordinated rehousing system by ensuring maximum utilization of all resources and strong collaboration with other systems of care.
  • Strategically deploy resources to combat racial disparities in homelessness and cultivate strong partnerships with community providers to support healthy communities.
  • Establish equitable and effective methodologies for the management and oversight of LAHSA’s Housing Navigation, Unit Acquisitions/Housing Location, Resident and Property Supportive Services program and Master Leasing programs.
  • Implement Active Program Management Housing Navigation, Unit Acquisitions/Housing Locations and Master leasing programs.
  • Monitor funding and active slots management for Housing Navigation partners.
  • Develop a plan for financial management of all housing programs under master leasing.
  • Develop policies and procedures department wide to support managers in their roles.
  • Refine LAHSA’s work to align private market rental housing opportunities with rental subsidies.
  • Collaborate closely with LAHSA’s other program component departments to ensure that all programs are strategically aligned to scale the system and achieve maximum performance.
  • Meticulously monitor and track all permanent housing slots related to Housing Navigation and unit acquisitions and lease up strategies.
  • Work collaboratively with the Director of Permanent Housing to closely master leasing, unit acquisitions and Housing Navigations Programs.
  • Collaborate with the Data Management Department and Finance Department to ensure timely reporting on programmatic outcomes to public funders.
  • Responsible for ensuring provider agreements are executed in a timely fashion and amended as needed and coordinated with the Grants Management and Compliance Department.
  • Support and utilize matrix organizational structure to achieve desired collaboration and implementation of these goals.
  • Provide strategic and effective leadership for the Permanent Housing Department to streamline and simplify access to permanent housing.
  • Provide support and reporting to the LAHSA Commission and relevant Committees.

  • Intermediate level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook).
  • Ability to simultaneously manage multiple projects and timelines.
  • Advanced communication skills, and the ability to communicate with all levels of management, staff and external clients, especially those who are not well versed in computer technology.
  • Demonstrated ability to work with diverse community and organizational groups.
  • Other duties and special projects as assigned.

Schedule

  • The Executive Director or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA business.

AFLAC Supplemental Insurance
LAHSA offers this voluntary supplemental insurance to all full-time employees. ADP Flexible Spending Accounts

LAHSA pays 100% of the premium for $50,000 basic life insurance coverage through ADP.

Long Term Disability
LAHSA pays 100% of the premium for long term disability coverage through ADP.

Pension Plan
LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 5% of the employee’s salary with a qualification date of 500 hours or 6 months after the date of hire.

Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.

Time Off Administrative Leave
Executive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.

Vacation
Vacation is earned according to each month of service commencing with the employee’s initial date of hire.

  • Less than five (5) years of employment, eighty (80) hours per year.
  • Five (5) to ten (10) years of employment, one hundred twenty (120) hours per year.
  • More than ten (10) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than one hundred twenty (120) months of employment. This vacation accrual is capped at twenty (20) workdays per year
Maximum accrual of vacation leave is 200 hours.

Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
