The Assessor-County Clerk-Recorder for San Mateo County is seeking applications for the position of Assessor-Recorder Technician III.

There are currently two vacancies for Limited Term Assessor-Recorder Technicians in the Assessor’s division of the office. The eligible list established from this recruitment may be used to fill future regular, limited term, and/or extra-help ART III vacancies.

The enthusiastic and energetic individuals hired for these positions will perform specialized, technical, and difficult office support duties related to the assessment of real or personal property, changes in ownership, exemptions, the examination and indexing of recordable documents, and the filing of fictitious business name statements, marriage licenses, professional registrations, and other legal documents.

The ART III staff assigned to these positions may have the opportunity to be cross-trained in all functions of the Assessor, County Clerk and Recorder's Offices.

The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County. The Ideal Candidate:

  • Has experience providing support in an Assessor, County Clerk, or Recorder's office.
  • Is knowledgeable about Assessor functions in the areas of Change in Ownership, Exemption and Exclusion application, processing business property statements, processing business plans, etc.
  • Is knowledgeable about business and professional registration procedures and practices.
  • Works well independently and in a team environment, with little or no supervision.
  • Thrives working under pressure and is efficient in meeting deadlines.
  • Can lead and give direction to others.
  • Possesses solid written and verbal communication skills.
  • Can work effectively throughout all levels of the organization, including with Managers, Line Staff, and with personnel from other County departments.
  • Possesses excellent customer service and interpersonal skills.
  • Is proficient in Microsoft Word, Excel, Outlook, and Office.

These are limited term, at-will positions. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Receive, examine, research, and analyze a wide variety of recorded and/or legal documents, property statements, questionnaires, and/or claim forms for sufficiency, completeness, jurisdiction, appropriateness, and/or changes in ownership.
  • Review and apply state code sections and local ordinances.
  • Provide information to the public, business owners, and legal professionals.
  • Perform related duties as assigned.

Qualifications

Certification:
The state has passed Assembly Bill 1534. Because of the bill being passed, it may become a requirement that Assessor-Record Technicians become certified if the Technician will be making decisions regarding exemption applications or change in ownership decisions.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

  • Two years of experience providing office support in an Assessor, County Clerk, or Recorder's Office.

Knowledge of:

  • Policies, procedures, practices and terminology related to the areas assigned.
  • Codes, laws, ordinances and regulations related to the areas assigned.
  • Standard office practices and procedures.
  • Basic data processing principles and practices.
  • The tax roll process as it relates to the Controller and Tax Collector’s Offices.
  • Correct English usage including grammar, spelling and punctuation.
  • Record keeping principles and practices.
  • Basic arithmetic.

Skill/Ability to:

  • Review, analyze, record and interpret complex information.
  • Research a variety of sources to determine historic, reproduction and replacement costs or to identify and measure depreciation and obsolescence; identify comparable property whose value could be impacted by the results the research.
  • Explain and apply policies, procedures, forms and concepts.
  • Organize and maintain files and records.
  • Prioritize work and perform multiple activities.
  • Type letters, forms and other documents; prepare correspondence and reports.
  • Make arithmetic computations.
  • Understand and carry out oral and written instructions.
  • Establish and maintain effective working relations with others.
  • Use various office automation tools such as word processing and spreadsheet applications.

Application/Examination

Open and Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). A written examination component may accompany the panel interview process.

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
