Job Description: This position serves as the Chief Fiscal Officer (CFO) for the Department and is responsible for coordinating and directing the overall operations of all Department finance and accounting functions, planning and implementing the Department’s budgeting and appropriation responsibilities, and leading the Department’s shared services sections in providing centralized administrative support to all ADPHT divisions in the funds management, accounting, auditing, and purchasing areas.

The CFO directs the development and implementation of the Annual Operations Plan and Biennium Budget, assists the ADPHT Secretary in presenting budget information to legislative committees, and serves as the Department’s lead in engaging with the Department of Finance and Administration’s Office of Budget. The CFO prepares, analyzes, and presents financial information for all ADPHT divisions to the ADPHT Secretary, the Department of Finance and Administration, the State Parks, Recreation, and Travel Commission, the Arkansas Natural and Cultural Resources Council, and other commissions, agencies, or legislative committees as needed. Candidates must have extensive experience in accounting and financial matters including managerial experience or senior levels of responsibility. An ideal candidate should possess a master level of knowledge in the AASIS Finance module and be well versed in state fiscal, procurement and budgetary laws, policies and procedures. The CFO oversees, directly and indirectly, the work of 35 employees.

Qualified candidates must meet or exceed these qualifications: The formal education equivalent of a bachelor’s degree in business management, accounting, finance or related field; plus, nine years of progressively more responsible experience in accounting, budgeting, finance, fiscal operations or related field, including five years in a professional managerial capacity.

Preferred qualifications: Licensed Certified Public Accountant in the State of Arkansas.

Job Type: Full-time

Pay: $108,110.00 - $147,200.00 per year
