Position is assigned to the Public Works Department and is primarily responsible for the supervision of administrative staff and functions in support of various Public Works operations including the administration of the EnerGov Permitting software system.

Under general direction, supervises clerks, typists, and/or accounting clerical personnel, including line responsibility for recommending planning, budgetary, and personnel changes to supervisor; performs complex clerical duties.

Illustrative Examples of Work

1. Supervises major clerical, accounting, or office functions within a department, including establishing work procedures, schedules, and production goals.
2. Evaluates or assists in the evaluation of clerical employees; trains employees, and provides assistance as needed; may perform departmental personnel duties such as the preparation of Personnel Action Forms, interviewing, and similar activities.
3. Develops and/or audits reports, collections of monies, etc.
4. Recommends new procedures for departmental operations, computer needs, and personnel activities to supervisor.
5. Assists in daily clerical activities, as needed, including typing, filing, report preparation, and reception functions.
6. Performs related duties as required.

Required Knowledge, Skills and Abilities
  • Considerable knowledge of departmental policies and procedures.
  • Knowledge of modern office equipment.
  • Knowledge of business English, spelling, and arithmetic.
  • Ability to train and supervise employees.
  • Ability to maintain technical office records and prepare appropriate reports.
  • Ability to be attentive to details, work under pressure, and meet deadlines.
  • Ability to exercise good judgment in evaluating situations.
  • Ability to make moderately complex decisions, in accordance with laws, rules, regulations, and departmental policies and procedures.
  • Ability to operate a personal computer and utilize Word/Excel software applications.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to lift and move materials weighting up to 50 pounds.
  • Ability to consistently function courteously and effectively in stressful situations.
  • Ability to establish and maintain effective working relationships with county employees, clients, and the general public using patience and tact.
Training and Experience

  • Graduation from high school plus additional specialized business training, and
  • Two to three years of office experience, preferably including supervisory experience, or
  • Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities.

Special Requirements:
  • A criminal background check is required.
  • A drug screen is required prior to final offer of employment.
