Accounting and Finance Administrator – Charter Township of Oakland
The Charter Township of Oakland an historically financially stable community in northern Oakland
County that encompasses 36 square miles of rolling hills and streams with large residential properties on tree filled lots is seeking an innovative creative thinker for an Accountant position. The candidate should understand generally accepted accounting principles and apply reasoned judgment in a variety of situations. Individual characteristics should include - strong organizational skills, the ability to work independently, attention to detail, problem solving and maintain a commitment to professionalism. The candidate selected will have the opportunity to build relationships with staff and gain an understanding of operations throughout the Township by providing general and specific accounting support to Township departments and staff through collaborative projects and processes.
Performance Responsibilities:
- Monitor accounting activities in all township funds to ensure accurate, comprehensive, complete, and consistent records.
- Responsible for ensuring accuracy and efficiency of daily financial operations, pre-audits on accounts payable checks for accuracy and proper account coding, and review of general ledger transactions for accuracy and proper classification.
- Prepare required periodic reports as required by State and Federal mandates including F-65.
- Maintains chart of accounts in accordance with State mandates and Township policies and procedures.
- Completes year end closing processes, audit prep and leads audit process.
- Oversees timely completion of bank account reconciliations as well as monthly balance sheet account reconciliations.
- Assist with budget development, forecasting and analysis of budget to actual variances.
- Oversight of Accounts Payable and Payroll entry to general ledger.
- Monitor all State and Federal grants, prepare grant reimbursement requests and final expenditure reports.
- Assist with Township risk management and property liability.
- Assist Treasurer’s Office with operations in the absence of the Deputy Treasurer.
- Perform other duties and activities as assigned by the Township Manager.
Candidate Qualifications:
- Bachelor’s degree in accounting or related field and/or 3-5 years of accounting experience.
(Municipal accounting experience a plus.)
- Proficiency in Generally Accepted Accounting Principles (GAAPs)
- Familiarity with Government Accounting Standard Board Rules (GASB).
- Ability to effectively analyze budgets and interpret financial and accounting records.
- Knowledge of BS&A Software platform preferred (not required) – general ledger, fixed assets, accounts payable and cash receipts.
- Proficiency with Microsoft Word and Excel.
- Ability to work under time constraints and deadlines.
- Confidentiality, integrity, accuracy, and attention to detail.
Salary range for the position is $70,000 - $90,000 (DOQ and negotiable).
The position is also negotiable as full-time or regular part-time. If full-time; the position includes a generous benefits package including an employer-paid defined contribution plan (13%) and post- employment health plan (2%), a comprehensive health insurance plan, dental and vision insurance, life insurance, paid vacation, and holidays.
